INTRODUCTION
The liquor industry is a controlled business with many aspects land ramifications to that control. Most of these controls seem to center about the liquor licensee, typically the bar owner. The focus of this article falls on the liquor licensee and the problems, legal and nonlegal, which he encounters. These problems can range from enforcement of seemingly trivial health laws, such as a ban on smoking behind the bar, to problems with liquor commissioners, the local police, liquor distributors, or even the federal government.
