INTRODUCTION|There are many pressures brought to bear upon the modern legislator, but few as compelling as those exerted by lobbyists representing special interest groups. As lobbying activities have become an integral part of the law-making process, numerous state, and federal statutes designed to regulate such activities have been enacted. In January 1973, the executive director of Connecticut Citizens Action Group, a Connecticut corporation engaged in lobbying for and against consumer and environmental legislation, filed suit in federal district court challenging the constitutionality of the filing fee prescribed by the Connecticut lobbying statute.
