FIRST PARAGRAPH(S)|Winston Churchill famously observed that "[i]t has been said that democracy is the worst form of government except all the others that have been tried." Some of Churchill's "worst form" formulation surely derives from the need to have elections.|While the precise boundaries of what constitutes a democracy are open to debate, one core aspect is relatively free and open elections for positions of power in government.
