Abstract

BIOGRAPHICAL NOTE Mr. Polk was Manager for International Projects of the National Industrial Conferences Board and earlier was Assistant Manager, Inter-government Affaris Dept, California Texas Oil Cooperation. In addition he has been a Rockefeller Fellow with the Council on Foreign Relations, an Economist on the Federal Reserve Board of New York, and in the US Treasury Dept, Office of International Finance. Articles by Mr. Polk were published on the world bussiness journals of the time. SUMMARY Judd wove a pattern showing the internationalization of investment, management, and, to a lesser extent, labor and how these together show some signs of negative impact on global ecology. He urged that these actors work toward constraining quantity to focus more on quality in production and efficiency in use of resources.
