INTRODUCTION|Historically, courts refused to hear prisoners' complaints. Courts regarded prisoners as "slaves of the State, having not only forfeited their liberty, but all their personal rights." This judicial refusal to allow prisoners redress through the court system has been labeled the "hands-off doctrine."
