Abstract
INTRODUCTION|Security Disability Insurance (SSDI) program to provide benefits for disabled workers. In 1972, the Supplemental Security Income (SSI) program was established to furnish benefits to disabled indigents with assets and incomes below a specified level. In order to regulate these programs, Congress provided the Secretary of Health and Human Services (Secretary) the power "to establish procedures, .*. and... adopt reasonable and proper rules and regulations to regulate and provide for the nature and extent of the proofs and evidence and the method of taking and furnishing the same in order to establish the right to benefits .... ," As a result of this broad authority, the Secretary has constructed "probably the largest adjudicative agency in the western world."...
