dc.description.abstractINTRODUCTION|When interpreting statutes, the Nebraska courts must adhere to standard rules of construction. These rules of construction have developed through case law and provide, in part, that courts must look to the legislature's purpose and intent when construing statutes. Further, these rules apply when construing any statute, including the Nebraska Bingo and Pickle Card Lottery Acts and the Nebraska Administrative Procedure Act. The Nebraska Bingo and Pickle Card Lottery Acts require income from gaming activities, used for the benefit of the organization's members, to be used for lawful purposes.
