INTRODUCTION|Two primary statutory schemes govern labor relations in the private sector in the United States. The Railway Labor Act (RLA) covers the railway and airline industries, while the National Labor Relations Act (NLRA) governs labor relations in most other private sector industries. The statutes were enacted at different times and were designed to operate quite differently.
