BIOGRAPHICAL NOTE|Dr. Cannon has participated in U.N. global conferences on human settlements, population, women, science and technology, and transnational corporations in the global economy.
SUMMARY| United States was an enthusiastic supporter of the founding of the United Nations, 1946, and its expectations regarding the UN remain high, perhaps too high, but the US government has gradually reduced its role. When the UN succeeds it is because it is weak, not perceived as capable of taking over; rather, it serves target and/or stakeholders' interests. US Permanent Representatives generally amateur- serving no more than 18 months on average. UN has worked importantly. For example, in 1973 (October War) 13 Soviet divisions in the Balkans were marshalling to head south; instead, the "war" took place in the UN Secretary General's office in New York.
