INTRODUCTION|A continuing theme of American life is the ongoing tension between individual liberty and societal order. This conflict continually arises between individuals attempting to assert their constitutional rights and governmental authority seeking to limit those rights in order to promote the public welfare. In a stop and frisk case, this conflict is resolved by determining whether the action taken by the police officer was reasonable.
