Abstract

One of Coon's tours in the diplomatic service was as deputy chief of mission and occasionally charge d'affairs at Kathmandu, Nepal, 1970-1973. HIs wife served as Political Officer in Karachi and at the Consulate General in Bombay. Mr. Coons has a B.A. at Hravard, service in the US Army 1945-46, tours in the Foreign Service at Frankfort, Damascus, New Delhi, Cyprus, and National War College. SUMMARY Coon focused primarily on economic development challenges India faces. For example, the green revolution in ag technology and mechanization are pushing people off the land and into urban ghettos which government ignores; it seems incapable of seeing it now has cities, not only villages. Pressure on public services causes shortages of power. Insufficient rolling stock for the railways means export goods sometimes cannot reach ports. Failures of distribution result is shocking increases in food prices. Culture seems to resist population control practices.
