Abstract

A salient characteristic of the current business environment is the increased demand for social involvement. As a result, the interaction between business and government has become more frequent, complex and demanding. This development is due to many forces, two of which are particularly significant: the magnitude and rapid growth of our socioeconomic problems, coupled with the demand by the public for quicker solutions. Increasingly, the public has required that the Federal government take a greater role in attacking our major societal problems. As a result, more collaboration is expected between government and business as each requests or demands the other’s cooperation is dealing with these problems. This study focuses on one socioeconomic problem within this environment, equal employment opportunity, and its major purpose is to help fill the need for basic background information, including a framework for its analysis and utilization in manpower decision making. Many businesses are still in the process of recognizing the implications of the recent rules and regulations in the area of equal employment opportunity. In an effort to comply with the law, businesses will find a scarcity of needed information. Primarily, this research will attempt to fill a portion of this void by meeting the specific needs for an indepth analysis of "composition of the work force by minority group status and sex" as indicated in Title 41, Code of Federal Regulations, Section 60-2.23(a)(1), a part of Revised Order No. 4 from the Office of Federal Contract Compliance. However, this study, in many respects, is broader than that required in the above law and can serve other than just business purposes. This work could serve the local labor market or community by giving it a better understanding of itself and provide a bench mark to better judge its progress in the area of equal employment opportunity.
