BIOGRAPHICAL NOTE
Dr. Sick was a member of the National Security Council Staff from 1976 to 1981. During this time he was directly associated with the White House decision-making on Middle East issues during the administrations of Presidents Ford, Carter, and Reagan. During the Iranian revolution and the subsequent hostage crisis, Dr. Sick was the principle White House aide for Iranian Affairs.
SUMMARY
Dr. Sick surveyed the conditions in Iran and Iraq, the war costs and current public attitudes. He noted that Iraq's Hussain is his own worst enemy, that by using chemical warfare against Iran and his own Kurds by not stopping the war when Iran was ready he alienated his wartime supporters. These same supporters would be the first to lean on him to stop should he decide to renew the fighting. The Iranian revolution is nearly at an end; it has used up the foundation of development that the Shah laid down and Khomeini's initial popular support.
