BIOGRAPHICAL NOTE
Kanakaratne was born July 19, 1923. He has a M.A. from University of Cambridge and also attended Barrister-at-Law and was an advocate of the Supreme Court of Ceylon. In March of 1961, Kanakaratne joined the United Nations and from then until January of 1962 he was Legal Advisor to the Secretary-General's Special Representative in the Congo. He served as Legal and Political Adviser to the Commander in the United Nations Emergency Force in Gaza (1962-64); Legal Advisor to the Commander, United Nations Peace-keeping Force in Cyprus and to the Secretary-General's Special Representative in Cyprus
SUMMARY
He reviewed the fading of the postwar era of bipolarity and put in a plug for the United Nations and peaceful coexistence. He posed cautions about trying to create the non-West in the West's image. He observed the US was a virgin land and the Americans imported values of Western Europe. In the non-West the land is far from virgin and a well-formed set of contrasting values obtains. One if the more novel observations was that "the age of a diplomat's being silent is past; being quiet has cost millions of lives; we must now speak widely".
