Abstract

BIOGRAPHICAL NOTE A leader of the Labour Party and member of Parliment and the Privy Coucil, Mr. Gordon-Walker has held various high government positions beginning in 1947. He was successivley Parlimentary Undersecretary of State, then Secretary of State for Commonwealth Relations (1947-51); Secretary of State for Foreign Affairs (1964-65); a leader of the United Kingdom delegation to the Council of Europe (1966); Minister without Portfolio (1967); and Secretary of State for Education and Science (1967-68). SUMMARY Speaker ticked off the standard similarities in form and differences in practice in the UK and the US governing - starting with the Magna Carta and coming forward to Constitutions (written and unwritten), including the ways of assuring both shared (unity government) and divided (balanced).branches.
