FIRST PARAGRAPH(S)|The American public became acutely aware of the scarcity of fossil fuel supplies in the seventies. The eighties promise public awareness of the scarcity of yet another resource-water. Already newspapers and journals carry daily reports of conservationists' outcries over proposed water power or irrigation projects and of impending rationing of municipal water supplies in some of the nation's largest cities. As water supplies continue to become more scarce, and as the "haves" and "have-nots" attempt to resolve inevitable conflicts, the need for timely and effective methods of conservation and allocation of water rights becomes apparent...
