Abstract
INTRODUCTION|Police Officers Local 567 v. University of Nebraska involved two separate appeals from orders entered by the Court of Industrial Relations. The Court of Industrial Relations was petitioned by the union to declare a group consisting of all commissioned police officers and all security officers employed by the University of Nebraska-Lincoln (UNL) the appropriate unit for purposes of exclusive representation and bargaining. The union then filed a subsequent petition alleging harrassment of union members in violation of section 48-811 of the Nebraska Revised Statutes. The Court of Industrial Relations first entered a preemptory protective order prohibiting UNL from altering the status of any officers or engaging in any action intimidating or tending to intimidate union members. The Court of Industrial Relations thereafter took jurisdiction over UNL, found that UNL had committed certain unfair labor practices, and issued a cease and desist order against such practices. The Court of Industrial Relations further found that the appropriate bargaining unit consisted of all commissioned police officers and all security officers employed by the University of Nebraska-Lincoln, Department of Police and Security, excluding officers of the rank of sergeant and above.
