Abstract

BIOGRAPHICAL NOTE Jose was born December 3, 1924. From 1946-1949 he was educated at the College of Philosophy and Letters and the University of Santo Tomas in Manila. Jose has held positions such as Associate Editor (1949-57) and Managing Editor (1957-60) of the Manila Times Sunday Magazine, and Editor, Progress, annual publication of the Manila Times. SUMMARY His thesis was that the Guam Doctrine is the best thing that ever happened to the Philippines because it will, if DC plays it "right", force the oligarchy into accommodating itself to indigenous Philippine political pressures. Mr. Jose advocated the use of the goodwill between his people and the US to work in the long-run interest of the majority of the population of the Philippines.
