Glisson, the United States Court of Appeals for the Sixth Circuit determined that the Federal Adoption Assistance and Child Welfare Act of 1980 ("FAACWA") conferred a private right of action to eligible foster families and organizations for foster care maintenance payments on behalf of the children in their care.
