INTRODUCTION|Seventy years ago President Roosevelt stumped the country urging congressional action on his proposal to create federal agency regulation over railroad rates. His recurrent theme was: [W]e want an administrative body with the power to secure fair and just treatment as among all shippers who use the railroads. In a speech in Raleigh, North Carolina on October 19, 1905 he rejected the view that the Department of Justice should be charged with securing just treatment for the public from the railroads.
