FIRST PARAGRAPH(S)|The problem of inequality for blacks in the United States is so familiar to the American scene that "race discrimination" has nearly achieved cliche status in the vocabulary of American citizens. For many years in American history, race discrimination against blacks was not only tolerated, but enforced by legal mandate. Near the turn of the twentieth century, race discrimination against blacks was questioned but still tolerated under the legal guise of "separate but equal." Finally, in 1954, nearly 100 years after the Emancipation Proclamation, racial discrimination and segregation were openly challenged and rejected in the landmark decision of Brown v.
