Abstract
BIOGRAPHICAL NOTE
Dr, Allen, a resident of McLean, Va., holds a Ph.D. from the American University and a B.A. from Columbia. He has served in various governmental positions other than in Commerce and the CIA; these include the WWII War Production Board, Senior Review Board of the Department of Defense, and the US Naval Reserve. He is the author of "Economics of American Manufacturing", and a contributor to other economics writings.
SUMMARY
Dr. Allen described the obstacles to becoming number one in trade again. The problem is to seek first equilibrium in trade, then balance. He touched on the "perceptual lag" of the cold war thinking and how it prevented our capitalizing on the opportunities of trade with "Communist" countries earlier, when we should have. He noted the quality of our work force is declining; illiteracy is rising; we are training for nonexistent jobs. "Trade barriers we helped Europe create...to get them on their feet are now frustrating us."
