Abstract

BIOGRAPHICAL NOTE Mr El Goulli was born in Sousse, Tunisia, on the 22nd of June, 1919. His academic background includes Superior Diplomas in political-economy and international law from the Law School of Paris and a Doctorate in Law from the University of Paris. While in private industry 1947-1956 he participated activley in the Tunisian National Liberation Movement in Europe. SUMMARY Speaker asked, "Why should Arabs pay for errors of Germans? Why pay one debt by creating another?" referring to the post-WWII influx of Jewish refugees. Arabs accept Israeli statehood provided its borders are those before the 1967 war. Israel refuses to accept that condition; thus, no peace.
