Abstract

INTRODUCTION|Within months of taking a position with the Nebraska Foster Care Review Board, this author observed that a noteworthy pattern took shape. It was apparent from the case files of children who were in foster care that the siblings of those children often remained in the home. Sometimes there were obvious reasons for leaving the sibling(s) in the home. For example, in one case, the juvenile who is in foster care has Klinefelter's Syndrome, a genetic disorder. As a result of the Klinefelter's Syndrome, this juvenile's behaviors were difficult to manage, and his out-of-control behaviors placed his younger sister at risk of harm. Thus, the fact that this juvenile was removed while his sister remains in the home is not alarming. There is no reason to believe that her parents cannot meet her needs or that she is at risk of harm from her parents...
