INTRODUCTION|In recent years, a judicial recognition of a prisoner's right to be free from sexual attacks by fellow inmates has become firmly established in the federal courts of appeals. It is now generally accepted that homosexual rape runs rampant throughout American penal institutions. Breeding on youth and infirmity, homosexual rape has been described as the most significant manifestation of prison unrest and violence. Outside prison walls, it is regarded as one of the most degrading and disgusting crimes against an individual's bodily integrity. Yet inside prison walls, homosexual rape is often unreported and allowed to continue. As one commentator suggests: "[P]rison rape is still the most closely guarded secret activity of American prisons."...
