BIOGRAPHICAL NOTE
Anneli Gabanyi was born in Bucharest, and attended Cluj University in Romania, studying English and Romanian philology. At Clermont-Ferrand University in Auvergne, France, she earned a certificate in comparative literature; from Munich University, her M.A. degree in English, French, and Romanian. She has also completed additional coursework at the Munich branch of the University of Southern California.
SUMMARY
Ms. Gabanyi itemized some ten features of post WWII Romanian foreign policy: e.g., geostrategic position, autonomy, nonaligned movement observer status, opposition to Gorbachev's demands for internal reform as a qualification for CMEA membership, possibility of requesting EEC membership. She analyzed the country's current overinvestment in oil refining capacity, austerity policy, and, hence, neglected and hurting agricultural sector. And she noted the USSR is not likely to bail out Romania, in part because Ceaucescu is rapidly losing support.
