INTRODUCTION|A complex set of legal and social constraints intrudes upon the fragile privacy of the parent-child relationship. The state's role is historically justified by the doctrine of parenspatiae, "the equitable power of the state to protect children and act in their welfare according to their best interests." An adjudication that a child is neglected or abused triggers the coercive power of the state.
