Abstract
INTRODUCTION|The reorganization of Nebraska's public school districts has been an emotional and controversial issue in Nebraska for many years. This Comment analyzes Legislative Bill 662 ("L.B. 662"), which calls for the mandatory reorganization of Nebraska's public elementary and secondary schools. The state legislature passed the bill on April 18, 1985, and Governor Robert Kerrey approved it on April 24, 1985. Subsequently, the bill was suspended by a referendum peitition and is currently awaiting approval in Nebraska's 1986 gubernatorial election.|This Comment discusses the bill, its underlying purpose, and several of its major amendments. It also examines school district reorganization, tax equity, property tax shifting, and legal issues relating to the bill in its present form. It also considers major objections to the bill, including the fear of losing local control over educationally related matters, opposition to higher tax levies in some areas, and opposition to a one percent increase in the Nebraska sales and use tax. Although the bill's exact effects have not and cannot be determined, legislation with goals similar to those of L.B. 662 has proven to be beneficial in other states.
