INTRODUCTION|In 1972 Joseph Acanfora applied for a teaching position in Montgomery County, Maryland. He was offered and accepted a contract to teach eighth grade science at Parkland Junior High School. Prior to this Acanfora had applied for a Pennsylvania teaching certificate and had appeared before a six-member panel whose responsibility it was to decide if Acanfora was fit for certification. In view of Acanfora's acknowledged homosexuality the panel split evenly and sent the issue to John Pittenger, the Secretary of Education for Pennsylvania, who decided that Acanfora should receive a certificate. On September 22, 1972, Secretary Pittenger called a news conference to announce that Acanfora would be granted the certificate. The New York Times and Washington Post publicized the event. Dr. Donald Miedema, the Deputy Superintendent of the Montgomery County School District, also heard of the reports. With no opposition from the County Board of Education, and in the absence of the Superintendent, Miedema transferred Acanfora to a non-teaching position pending investigation.
