INTRODUCTION|Most high school students in this country enjoy a statutory right to free public education. This right is derived from provisions in state constitutions which require that public education be offered to all school-aged children free of charge. In most states, school-aged children also enjoy the right to choose an alternative means of education, such as home school or private school. Some students choose private schools because they are perceived as academically superior to state public schools.
