INTRODUCTION|In Lyng v. Northwest Indian Cemetery Protective Association, the United States Supreme Court reversed the decisions of the United States District Court for the Northern District of California and the United States Court of Appeals for the Ninth Circuit. The Supreme Court held that the development plans for certain public lands traditionally used for religious purposes by the members of three American Indian tribes did not violate first amendment free exercise rights.
