INTRODUCTION|Historically, public high schools have been called "the symbol of our democracy and the most pervasive means for promoting our common destiny." In the celebrated case of Tinker v. Des Moines Independent Community School District, the United States Supreme Court stated that the classroom is the "marketplace of ideas." High school students are entitled to express their views unless those views interfere with the operation and discipline of the schools.
