INTRODUCTION|On November 6, 1990, the citizens of the State of Nebraska approved Constitutional Amendment No. 2. This amendment changed Nebraska Constitution, article I, section 232 and repealed article I, section 24. The effect of these constitutional changes is to mandate that appeals involving capital punishment, life imprisonment, and the constitutionality of a statute shall be heard directly by the Supreme Court of Nebraska. In all other cases, criminal or civil, an aggrieved party shall be entitled to one appeal to either the court of appeals or to the supreme court, as may be provided by law...
