FIRST PARAGRAPH(S)|Life today is a spectacle of stark contrasts. Each day news reports describe the political upheavals taking place throughout the world. We read of the heroic efforts of people in Poland, Lithuania, Czechoslovakia, the Soviet Union, and elsewhere to achieve some element of personal participation in the political processes of their nations. We admire the courage of the students in Beijing, China.|These are human beings who, just as we do, want their governments to listen to them. They yearn for political institutions which will respect their individuality. They plead for the right to vote and speak freely. They seek to enjoy the many privileges of citizenship which we Americans take for granted.|But, alas! The news also tells us of the many Americans who choose not to vote and do not participate in the political process. They either tune out political life or rebel against it...
