INTRODUCTION|The energy crisis as described by President Carter in his nationwide address of April 20, 1977, is both immediate and potentially severe. A significant portion of the Administration's proposed energy program relies upon energy conservation as an affirmative response undertaken by both the public and private sectors. The purpose of this article is to examine the more important legal and practical questions raised by the conservation aspect of the Administration's program.
