BIOGRAPHICAL NOTE|Robert L. Paarlberg was an Associate Professor of political science at Wellesley College and an Associate at the Harvard Center for International Affairs. He holds a Ph.D. from Harvard University and an undergraduate degree from Carleton College. He has also served as a Lieutenant in the U.S. Naval Reserve and as a legislative aide in the US Senate.
SUMMARY| Paarlberg offered a number of theses: the ag trade problem is a good place to start working on the entire US trade crisis; candidates lack "solutions" that work. HE examined carefully and persuasively the alternatives we usually hear for reviving farm exports, and criticized the limits of each that work against its adoption or effective implementation.
