BIOGRAPHICAL NOTE
In 1953, he recieved a degree in economics from the University of Freiburg. He studied political science at the Institute for Political Science in Paris. In 1967 he joined the Cabinet of the President of the Commission of the European Communities. He was responsible for economic, monetary, and industrial affairs.
SUMMARY
He touched on the Lome Agreement, the British Referendum, the Energy Crunch, and the need for increased Atlantic cooperation - on a basis of increased US understanding of Europe's own objectives, cooperation even in leading Europe to achieving European objectives.
